room, and firing range. Once completed, this training center will allow Neenah Police to
implement more frequent training without having to compete for scheduling time with
neighboring agencies. The project is bidding in January 2023 with groundbreaking
scheduled for June 2023, and substantial completion in Spring 2024.
• Village of Cottage Grove – Continuing our relationship with Cottage Grove after their Village-
wide Facilities Space Needs Assessment, FGMA’s marketing and client management efforts
are bearing fruit. The village retained FGMA in December 2022 for two new studies and a
continuation of the original study. We are working with the village to begin implementing the
findings of the first study by creating affordable phases that align with the village’s borrowing
capacity and debt plan.
The second study is a site feasibility analysis for a new satellite EMS Station. The village
hopes to move quickly from study to implementation of this project in order to be
operational in January 2024.
The third study is a full master plan for a new library. The village does not currently have a
public library, but rather relies on neighboring communities for this service for its citizens.
FGMA will work hand in hand with the newly formed Cottage Grove Public Library Board to
create a roadmap to a new home for the public library in Cottage Grove. This project
represents a strategic effort to be more intentional about pursuing public library projects with
our municipal clients. Through this project, Lori Everett continues to build on an already
established subject matter expertise in public libraries, library master planning, and
fundraising / referendum support.
• City of Monona – FGMA was hired in 2022 to provide a site feasibility analysis for a previous
study. Initially the study included Police and Fire. City Hall was quickly added after initial
concept planning determined all three entities would be involved in creating a solution for
new public safety building on the 1.9 acre site with a 30 foot grade change from east to west.
The study concluded a new 61,000 SF building would house Police, Fire, and City Hall for the
City of Monona. The projected cost for the project is $46M. The city is preparing for an April
2024 ballot referendum prior to general obligation borrowing for design and construction.
FGMA worked with the city as they hired Mueller Communications to guide them through the
referendum planning process.
• Village of Slinger – Once again, FGMA was hired to update a prior study by a competitor. This
time the Village of Slinger needed a path forward for their Police, Village Hall, and Library
facility needs. The study found a way for the village to renovate existing facilities for use well
into the future for Village Hall and Library. While the most pressing need, their Police
Department, will be housed in a newly built facility. The village is seeking to retain FGMA for
design of the new Police Department beginning in Spring 2023. The project budget for the
initial phase is $15.6M. The Village Hall and Library renovations will be part of a future phase
as the village looks to be fiscally prudent in their capital borrowing.
• Town of Ledgeview – Building on the success of the Town Hall / Fire Department, and Public
Works Garage projects completed in 2017, Ledgeview is planning to retain FGMA in Spring
2023 for planning and design work to expand the Public Works Garage. The town has seen
significant growth and is quickly outgrowing their facility. In planning the new garage in 2016-
17, the town knew it would not meet their long-term space needs. However, they could only
afford to build the first phase of the project. Through smart client management, FGMA
continues to be the architect of choice for the Town of Ledgeview.
