12. INTRODUCTION

The WCPP recognises that proper risk management and effec ve internal controls are essen al for
effec ve governance and good management. Therefore, the WCPP is commi ed to maintaining the
highest standards of governance and considers good governance fundamental to the management
of public finances and resources. At the WCPP there are structures in place to u lise its resources,
which are funded by the taxpayer, effec vely, efficiently and economically.

13. RISK MANAGEMENT

The Secretary of the WCPP takes responsibility for implemen ng risk management in terms of
sec on 7(c) of the Financial Management of Parliament Act, 2009, or FMPPLA, as amended by Act 34
of 2014. The Na onal Treasury Regula ons 3.2.1 governing risk management were adopted to align
with best prac ce in the absence of the South African Legisla ve Sector (SALS) having developed its
own set of regula ons for risk management in terms of the FMPPLA. Therefore, other prescribed
best prac ces, such as the Public Sector Risk Management Framework, are used as reference points
in developing risk management prac ces and procedures.

13.1. Governance Commi ee (GOVCOM) Report

The WCPP herewith presents its annual GOVCOM report for the financial year ended 31 March 2022.

Governance Commi ee responsibility
The GOVCOM reports that it has complied with its responsibili es arising from sec on 7(c) of the
FMMPLA. The GOVCOM also reports that it has adopted the appropriate formal charter or terms of
reference, which was approved on 24 March 2021, to regulate the Commi ee’s affairs and has
discharged all its responsibili es as contained therein.

Governance Commi ee Members
The GOVCOM comprises of the Senior Management Team. In accordance with its terms of reference,
the GOVCOM met at least four mes (quarterly) during the year under review.
