Vote 2: Western Cape Provincial Parliament
Part C: Governance
Key emerging risk for the year under review
The following are the key emerging risks that needs to be considered in the next financial year:
• Unlawful intrusion on the WCPP’s autonomy by exis ng or prospec ve legisla on (impact of the
Legisla ve Sector Bill and FMPPLA regula ons)
• The inability to deliver cri cal services, irregular expenditure and poten al supplier li ga on due
to the PPPFA regula ons being declared unlawful
Conclusion
The GOVCOM remains an important forum within the WCPP’s governance architecture. It engages in
strategic level discussions on a range of ma ers that pose or could pose risks to the opera ons of
the WCPP. During the period under review the GOVCOM focused on a number of cri cal risks that
either influenced or could poten ally influence the opera ons of the WCPP. Due to the delibera ons
at the GOVCOM, the mi ga on measures put in place and the tracking of the implementa on of
these measures allowed the WCPP to minimise the risks within its control and to achieve its goals
and objec ves as set out in its Annual Performance Plan.
