Competency based assessment (CBA)
OSEP uses Competency Based Assessment (CBA) practices where a candidate’s evidence of
performance is judged against a set of known criteria, and not against the performance of
other participants.
OSEP is committed to working towards assessing all OSEP participants on the basis of their
level of competence to work at a specific performance standard. This will be undertaken
through competency-based assessments. Competence assessment will only be completed by
a qualified OSEP Assessor or other person as agreed between the OSEP Coordinator and the
designated Training Provider.

The role of the OSEP assessor
The assessor has to compare the participant’s evidence (for example, understandings
and activities) against the learning outcomes for the assessment task and judge
whether the standards have been met. The assessment process has three main stages:
1. Prepare assessment
2. Conduct assessment
3. Record and review assessment
