2.4 - Assessments
Definitions
Assessment The process of gathering and judging evidence provided by
candidates to prove their claim to competence.
Competence The consistent application of knowledge and skill to the
standard of performance required in the workplace. It
embodies the ability to transfer and apply skills and
knowledge to new situations and environments.
Competency Based Assessment in competency-based training programs which is
Assessment (CBA) Criterion referenced with the criterion being the competency
standards on which the program is based.
Competency Based Competency based training (CBT) is a structured approach to
Training (CBT) training and assessment directed towards achieving specific
outcomes.
Validation Validation is a review process conducted to ensure:
·Assessment procedures are clear and appropriate and reflect
workplace practice.
Assessment instruments are valid, reliable, flexible and fair.
Marking guides assist with comparability of assessment across
assessors.
Exemplars are realistic examples of acceptable levels of
competence.
Moderation Moderation is the process used to ensure comparability of
assessment across assessors. Internal moderation ensures
that assessors working across a number of sites or study
areas/qualifications are applying consistent standards and
making consistent judgements.
Competency-based Training (CBT)
OSEP is committed to working towards the delivery of competency-based training by OSEP
Educators and Master Educators that focuses on developing the ability of the learners to
apply the specific knowledge and skills to their roles within their communities and/or
organisations. All OSEP training is to be based on the principles of CBT.

2 CBT is about assisting individuals to acquire skills and knowledge so they are able to
perform a task(s) to a specified standard under certain conditions.
