Olympic and ANOC Games Preparatory Guidelines
The following is a Games preparatory guideline established by the Guam National Olympic Committee to
ensure that all National Federations are advised of the procedures used to ensure maximum
representation of each sport in the following Games:
• Olympic Games
• Youth Olympic Games
• ANOC World Beach Games
Because these Games require qualified entries, the process and deadlines vary. Each International
Federation’s guidelines differ. It is recommended that all National Federation executives review the
requirements as well as posted deadlines to ensure that our athletes are provided an opportunity to
qualify for the respective Games.
The information provided shows the number of months prior to the hosting of the Games and the
activities needed for each eligible member National Federation to undertake:
36 months prior to the Olympic, Youth Olympic or ANOC World Beach Games:
• Research International Federations qualifying information.
• Identify possible qualifying paths for members of National Federations eligible for the Games.
• Identify eligible athletes for the Games.
• Begin athletes’ preparation for qualifiers.
• Ensure funding opportunities for athletes’ preparation are discussed.
• Identify qualified coach or Team Official for the Games. Minimum level 1 Sport Specific
Certification for Youth Olympic and World Beach Games. Minimum level 2 Sport Specific
Certification for Olympic Games. Certification should be obtained no less than 9 months prior to
the intended Games.
Depending on the International Federation’s requirements, the National Federation may move the
deadlines of publication for trials or qualifying events. However, before any trial or qualifying events
can be hosted, the National Federation must publish the dates and venues for the trial or qualifying
events no later than three (3) months prior to the start of the said qualifier. A copy of the publication
must be provided to GNAC and GNOC. Acceptable media sources include print, social media and
placement of posters in conspicuous places such as shopping centers, movie theatres, venue of trial or
qualifying event.
24 months prior to the Games, (disregard if items were done in the previous procedure):
• Check on dates of the event
• Check on the number of events and athletes required
• Check on whether your sport is included in the event
• Identify possible airline routes
• Check per diem and other related cost
• Identify and begin fundraising events
• Identify Coaching and Managerial Staff
