Terms
Listed are some terms that have been found to often be misunderstood or
identified as unfamiliar to interviewers as well as respondents. The information
provided is to assist you in explaining or asking certain follow-up questions that
could clarify the answer the respondent can offer. The better you understand the
terminology, the less likely any misunderstanding between yourself and the
respondent will occur. Terminology already defined or explained in ODESA or in
the Interviewer Guide may not be included below.

Community Based – is an integrated setting where people with and without
developmental disabilities intermingle (ex. parks, theaters, library, stores, etc.).
Basically, this is where you and I work and play.
Community Care Facility - CCFs are licensed by the Community Care Licensing
Division of the State Department of Social Services to provide 24-hour non-
medical residential care to children and adults with developmental disabilities
who are in need of personal services, supervision, and/or assistance essential for
self-protection or sustaining the activities of daily living.
Conservatorship - A conservatorship is a court case where a judge appoints a
responsible person or organization (called the “conservator”) to care for or make
certain decisions for another adult (called the “conservatee”) who cannot care for
himself or herself or manage his or her own finances.
Limited Conservatorships — are conservatorships appointed for adults with
developmental disabilities who cannot fully care for themselves or their
finances
Day Programs - These are programs for individuals with developmental
disabilities. Day program services may be provided at a fixed location (site based
or facility based) or in the community (community based). Some services offered
