If someone other than the surveyor will be responsible for collecting Background Information data, State NCI Coordinators should
 provide surveyors with instructions for spot-checking data (e.g., determine whether level of mobility is correctly coded). State NCI
 Coordinators should also instruct surveyors as to whether they will be responsible for collecting missing background data.
