travel. Below is the policy that we provide to our staff to guide them when making travel
                  arrangements.


                  Domestic Tickets

                  Find restricted economy tickets with the most direct routing possible, accounting for time and
                  availability.
                  Find lowest fare subject to reasonable flight time,  geographic proximity, and number and
                  duration of stopovers.

                  Fly airlines with good safety records according to consumer safety groups.
                  Book as far in advance as possible.

                  Traveler’s choice of carrier is only possible within competitive fare range.

                  Fly America Act - Use U.S. air carrier service for all air travel and cargo transportation services
                  funded by the U.S. government.
                  International Tickets

                  All flights departing from or arriving to the United States must be on a U.S. flag carrier (if
                  available). Segments from nearest connecting point should be on U.S. carrier (if available). A
                  statement justifying the use of a foreign air carrier must be included on the travel authorization
                  request.  Expenditure for  transportation  on a foreign  air  carrier may  be  disallowed  if  the
                  justification statement is  not provided. (See  FTR  301-3.6 for guidance in preparing the
                  justification statement.)

                  Purchase non-restrictive tickets with the most direct route in economy class (unless business
                  class authorized*).
                  Seek the lowest fare subject to reasonable flight times, geographic proximity, and number and
                  duration of stopovers.

                  Fly airlines with good safety records according to consumer safety groups.
                  Book as far in advance as possible.

                  Choice of carrier only possible within competitive fare range.

                  Other than Coach Travel
                  Circumstances that may justify the use of other than coach class travel are the following:

                  •  Space is not available in coach class air accommodations on any scheduled flight in time to
                      accomplish the purpose of the trip.
                  •  Traveler has a disability or physical impairment that makes business class accommodations
                      necessary and the employee’s condition is substantiated in writing by a competent medical
                      authority.
                  •  Security or exceptional circumstances make business class accommodations  necessary
                      because of exceptional or unusual circumstances.
