                   5.4    Basic Requirements in Preparation Tender Document

                   The  preparation  of  the  tender  document  must  comply  with  the  following  basic

                   requirements:
                            Provision for implementation

                            Comply with client's need and requirements
                            Design and construction according to departmental requirements
                            Acquisition is made based on the approval of the procedures.

                            Must contain all the latest government policies.

                            The execution of the work must be clear and conclusive with no ambiguity.


                   5.5    Prioritized in Preparation Tender Document

                   The prioritized in preparation tender document including:
                            The provisions of the tender document must form the basis of the contract.
                              The provisions in the tender document should be the basis for a contract that

                              the contractor can physically execute. The Contractor shall not perform any
                              work  not  specified  in  the  tender  document  except  with  the  direction  of  the
                              authorized.


                            The  provisons  in  the  tender  document  mest  reflect  the  acquisition  in

                              accordance with approved procedures.
                              The  provisions  in  the  tender  document  must  reflect  the  procurement  in
                              accordance  with  the  procedures  approved  by  the  Government  and  must

                              include the latest Government policies


                            Work to be undertaken must be defined and determined by clear and precise.
                              The work to be performed must be clearly defined. Tender documents must
                              be free of ambiguity and discrepancies.


                            Work must meet certain requirements of real and other needs.
                              The  work  specified  must  meet  the  specific  requirements  and  other

                              requirements of the Ministry / Client Department.
