               the IPB hosted a major “Symposium on Rural Modernization”,
               which had as its aims to test the main concepts of Mosher’s Get-
               ting Agriculture Moving among a heterogeneous group of 80
               experts, running for a total of 16 days spread over a period of ten

               weeks during September-November 1968, one full day was de-
               voted to “Land reform, agricultural land and land use” among all
               the specialized sessions devoted to production, processing, soils,
               water, fertilizer, farmer incentives and ‘accelerators’. 10
                   In 1967 the ADC received a new grant from the Ford Foun-
               dation to appoint a full-time “Participating Consultant” to the
               SAE. The new consultant, the agricultural economist Dr. Willi-
               am L. Collier, arrived soon thereafter and played an impor-
               tant role in the SAE’s work in tracing the social and economic
               impacts of Indonesia’s green revolution, to which we now turn.


               C. Tracking the Green Revolution: the IPS and SDP
                  Surveys, 1969 - 1983

                   In 1969 the SAE initiated a major, multi-year study of the
               “Factors Affecting the Production Impact of the High-Yielding
               Rice Varieties” (commonly shortened to the “Rice Intensifi-
               cation Surveys”, Intensifikasi Padi Sawah or IPS), with the
               objective of identifying “the crucial factors that affect the
               farmer’s use of the high-yielding varieties and the acceptance
               of the new technology that accompanies these new varieties”.
