Efforts to guarantee universal human rights will ultimately be
a foundation for achieving regional peace and unity of Asia.

And for this reason, I would like to suggest that Asia needs,
and must have, its own court of human rights.
Over the past few years, the constitutional courts and
institutions of Asia have shared their experiences and wisdom on
the constitution and constitutional justice under the framework
of the AACC.
As there is already an agreement between Asian countries
that inviolable human rights of individuals must be protected, the
groundwork for the formation of an Asian court of human rights
has already been laid.
Considering the cultural and economic disparities between
the different Asian countries, I believe it would be most practical
to start out with the court that protects a limited scope of human
rights that would hardly be disputed by any state.
This will be a viable way to create a valid consensus between
the Asian nations.
To enable a swift launching of an Asia-wide institution
protecting human rights, we are aiming to first set out the
jurisdiction and methods of application of the Asian court of human
rights on a limited basis, and thereafter gradually expanding the
same.
We would first establish an Asian institution guaranteeing
human rights, and thereafter gradually and simultaneously begin
the process of founding a comprehensive Asian charter of human
rights.
We must provide special protections for the most vulnerable
groups, and protect the people from the most serious human rights
violations, and provide remedy for any such violations.
