We are very much well aware of that, for successful launching
of the Asian court of human rights, strong will and support of the
sovereign governments that have powers to sign and ratify treaties
is needed more than anything.
In order to draw such strong support of the governments,
a constitutional institution in each nation must provide a basis
for the government support by diligently fulfilling its mission as
a guardian of democracy, rule of law and human rights.
I am confident that the Constitutional Court of Thailand, hand
in hand with the Constitutional Court of Korea, will make a great
contribution for that mission.

In the past century, we have seen many wars and serious
human rights violations occurring in Asian countries.
One of the leading causes of such tragedies was a disregard
for the dignity of individuals and contempt for human life.
If constitutional justice flourishes within each nation in Asia,
and if the Asian court of human rights diligently performs its role
in Asia, I believe that Asia as a whole will be able to unite under
a common goal of protecting universal human rights.
Also, by resolving regional disputes through such regional court,
we will be able to build the framework under which tragedies such
as wars and mass human rights violations will no longer arise in Asia.
And we will also be able to secure the enhancement of
universal human rights and peace within Asia in a future oriented
way.
This will serve as a first step for us to reflect on our history
of human rights violations, and as a starting point for unity within
our region for generations to come.
It is my sincere wish that Korea and Thailand will march
together towards establishing and guaranteeing universal human
rights in Asia, and towards forming international cooperation and
unity for democracy and peace.
