twaip = (Ishvara is unattached Consciousness) even though; pu<ivze;Tvat! = being Purusha with
special nature; "qte = is possible; ASy = His; inyNt&ta = rulership; AVyvSwaE = no arrangement;
bNxmae]aE = bondage and liberation; Aaptetam! = there would be confusion; #h = here (in the
universe); ANywa = otherwise (without His rulership).
106. Ishvara's rulership is possible even though Ishvara is unattached Consciousness and Purusha
with a special nature. Without His rulership there would be confusion in the Universe. There
would be no arrangement for the liberation of Jivas from the state of bondage.

107. Shruti declares that due to fear of Him (unattached Ishvara) everything functions as expected.
It is appropriate that the rulership is vested in Ishvara who is not affected by sufferings, actions,
and results of actions etc.
