The main principles of developing complex systems should also be taken into account for the
synthesis of Information and Analytical Support (IAS) of an OSS. It would allow one to provide
multifactor characteristics of IAS OSS synthesis concept, including the facilities of the proposed
organization and technical methods and modern soft and hardware-based tools as well as to provide
perspective development of information technologies (IT).
In many studies, the authors attempted to classify the providing means of the Theory of
Security (TS) (Kavun and Sorbat, 2012; Kavun, 2008, 2009), but some approaches do not fully
characterize the nature of the threats and opportunities of protection via the details of the classification
to be used. For example, in terms of the applied instruments, the means of the OSS are subdivided
into legal, organizational, administrative, software-based, engineering, and cryptographic ones.
Based on the analysis, the following classification of IAS OSS is proposed, that includes a number
of suggested methods and tools (Fig. 17).
The authors in a system of principles summarize fundamental aspects of the IAS OSS
synthesis concept. The principles are defined in Table 4 and they may be also used for the medium
level, making changes in accordance with dimensions of the institutions (financial, medical, etc.).
The principles of TS synthesis concept on a macro level were described in the following manuscript
(Kavun, 2009).
A high efficiency of the CIN management, as well as the optimality of its organizational and
management structure, requires an adequate qualification level and intellectual capacity of the staff.
Taking into account all principles and foundations of the OSS concept based on the methods and
methodology provision for the synthesis, the OSS concept taxonomy has been defined (Fig. 18).

The key points are considered in the publications (Kavun, 2008, 2009;
Pоnоmarenkо and Kavun, 2008). Moreover, the requirements of the existing
legislation are sure to be performed. The requirements of keeping law concerns
to everyone who is within the law. No one of the employees must evade the

law for the organizations (financial, medical, etc.) while these organizations in
turn must not avoid providing and protecting the legal rights of the employees.
The priority subject of legal regulation is an employee. CINs should create the
most favorable treatment to meet the diverse interests of their employees. In
