response to emerging the Peter's principle according to which at any CIN in
their hierarchical system (the system of interconnections and interactions
between employees) an employee can be promoted to the position where
his/her responsibilities do not correspond to his/her competence.
The main issues have been formulated in the publications (Kavun, 2008, 2009;
Ponomarenko and Kavun, 2008). It is particularly useful for the macro level,
where its definition is given according to the concept of national policy. It
comprises the proper financing of the supporting programs for the citizens
living abroad and strengthening the country’s international image (Trydid and

Oriehоva, 2010). Regarding the CIN, the principle is supposed to establish a
set of standards for all subjects, according to which the employees have been
assigned to their responsibilities. In addition, this principle requires the use of
all calculations of the OSS levels for a CIN (real indicators, indices, values not
requiring complicated difficulties) (Kavun, 2007; Kavun and Brumnik, 2013).
Based on the proposed specific basic principles of the taxonomic model, all OSS concept
principles have been built. The sequence of stages is shown in a graph (Fig. 19) according to ITIL
standard. This sequence proves to be a generalized methodology that discovers principal conceptual
stages of synthesis of Informational and Analytical Support of OSS.
Furthermore, it is based on the conceptual and matrix OSS models that have been suggested
in the authors’ publications (Kavun, 2009; Ponomarenko and Kavun, 2008). Its implementation can be
efficient under a methodological and methodical support of synthesis of OSS proposed by one of the
authors in his work (Kavun, 2009).
For the implementation the suggested concept of synthesis for Informational and Analytical
Support of OSS, the authors have developed a relevant stage-by-stage algorithm (realization).
