Recommendations
Government of Sudan
• Follow up the translation of the LHMTs structures, roles and responsibilities review and recommendations to
update the DHS manual and advocate for the implementation of the revised structures, roles and responsibilities as
well as the update of local governance acts and related legal documents.
• Initiate the development of the local decentralized health system strategy.
• Scale up the implementation of the project using its theory of change and lessons learnt to all states of Sudan, and
encourage partners support to similar initiatives in collaboration with WHO.
• Boost joint learning and documentation of success stories and best practices through knowledge and experience
sharing (e.g. study tours) between states and localities.
• Lead the efforts to improve working and enabling environment (offices, equipment, vehicles, warehouses, etc.)
• Adoption of appropriate recruitment and retention mechanisms to attract and retain qualified staff for LHMTs, and
mobilizing opportunities for partnership and outsourcing to address staffing and HRH issues.
• Ensure continuing the capacity building efforts of localities (health and health related departments) through training
programs based on the TNA (leadership & management, integrated service delivery, effective supply, health
financing and supportive supervision)
WHO
• Provide the necessary technical assistance to the government of Sudan and partners to translate the progress seen
within the project into comprehensive approach by all, and support the advocacy for, and the practical
implementation of the various DHS reviews and assessments recommendations.
• Support the development of the decentralized health system strategy for Sudan.
• Assist in documenting, publishing and recognizing best practices and good performing localities and States.
• Backing Joint learning and documentation of success stories and best practices; organizing and supporting
knowledge and experience sharing (e.g. study tours) between states and localities.
Government of Japan
• Continue the generous support to strengthening the decentralized health system in Sudan based on the remarkable
success of the project and its theory of change ability to prove progress, as well as the partners’ consensus on the
catalytic role that the project support played towards achieving Universal Health Coverage.
Partners
• Support the scale up of the project and the implementation of similar initiatives all over Sudan.
• Continue the support the effort to improve the working and enabling environment for LHMTs.
• Document, publish and recognize best practices and good performing localities / States in their work areas.
• Assist in, and initiate, joint learning and documentation of success stories and best practices efforts, through
supporting knowledge and experience sharing (e.g. study tours) between states and localities.
