               HB 2341- Special License plate; veterans; design
               Would establish Veterans of overseas conflicts special plates; funds from these plates would be used by
               the Department of Arizona, Veterans of Foreign Wars only to use the monies to train and pay persons
               throughout this state where needed to process veterans claims for service-connected disabilities and
               illnesses.

               Would establish Veterans of overseas conflicts Auxiliary special plates; funds from these plates would be
               used by the Department of Arizona, Veterans of Foreign Wars Auxiliary to use for their programs.

               HB 2384- VLT and registration fee exemptions
               Allows for an exemption for vehicle license tax (VLT) and registration fees for a veteran or a veteran and
               another party owning a vehicle if the veteran is a bona fide Purple Heart Medal recipient. Provides that
               this exemption also applies to a surviving spouse of the veteran who is a bona fide Purple Heart Medal
               recipient until the surviving spouse’s remarriage or death. Outlines criteria that must be met for a veteran
               with a disability rating 100% or Purple Heart recipient to receive the VLT and registration fee exemption.
               Fiscal Note: HB 2384 would reduce VLT revenues by $(524,300) in FY 2021. The state's share of the lost
               revenues would be $(122,200), which includes $(99,600) from the State Highway Fund, $(16,300) from
               Motor Vehicle Department third parties, $(4,700) from the General Fund, and $(1,600) from the
               Department of Public Safety. The remaining $(402,100) impact would be borne by local governments.
               Adopted Transportation Committee Amendment:  Removes the requirement that the veteran’s 100% VA
               certified disability must have resulted from combat related injuries that were sustained in specific theaters
               of operation. Additionally, for a veteran who is a bona fide Purple Heart recipient, removes the
               requirement that the veteran must have sustained an injury resulting from actions outlined in the bill and
               served in at least one of the specified theaters of operation to be eligible for a Purple Heart VLT and
               registration fee exemption.
