            I. Rationale

The Southville Global Education Network (SGEN) (comprised of Southville International
School and Colleges (SISC), Southville International School and Colleges Affiliated with
Foreign Universities (SISFU), South Seed LPDH College (SSLC), South Mansfield College
(SMC), Stonyhurst Southville International School – Malarayat, Stonyhurst Southville
International School – Lipa, and Asian Seed Academy of Technology (ASAT)) believes that
a school that is physically, psychologically, and emotionally safe and secure for all its
stakeholders, especially for students, promotes good citizenship, increases student
attendance and engagement, supports student achievement, and enhances a positive
            academic atmosphere.

It is in this spirit that the SGEN Safe Campus Primer is being made to protect and defend
the inalienable rights of all its students to a stable, safe and secure learning environment
that is free from any and all forms of neglect, abuse, cruelty, exploitation, violence,
discrimination and other conditions prejudicial to their development.

Furthermore, this policy is proof of SGEN’s commitment to uphold the right of the students
to education in a manner consistent with human dignity by establishing and undertaking a
campus discipline policy that cultivates a caring, friendly, safe, and positive learning
environment for all students so they can be motivated and inspired to achieve academic
            and values excellence.

Ultimately, this set of guidelines is an outright declaration of SGEN’s stand that bullying or
harassment, like other forms of aggressi ve, violent and offensi ve behavior, negatively
affects both a school’s ability to educate its students and a student’s ability to learn. It is
therefore of paramount importance for all stakeholders to refuse to tolerate bullying in all its
forms and to consistently demonstrate and model behavior that is respectful, acceptable,
            civil and decent.

                                                                                                          31
