Additional restrictions added to sidewalk vendor city ordinance
Dinuba City Council to vote on adopting new ordinancde at June 25 meeting
At the June 11 Dinuba City Council meeting, further exploration resulted in the council adopting yet another amended version of Dinuba City Ordinance No. 2019-02, after pulling some ideas from a similar ordinance in the city of Carmel, California.
Added to the Dinuba ordinance will be requirements for things such as clean-up, ADA compliance, noise ordinance and electronic signage. In addition, an added prohibition to the
ordinance will not allow for the selling of any illegal items and/or alcohol, cannabis, tobacco product or other adult material. Also, carts will not be allowed to utilize any electrical outlet, power source or water source that is owned by the city or any other person other than the side walk vendor. Portable generators are also prohibited.
The new ordinance has seen some setbacks in the way of amendments over the past few months. It was originally introduced to the council in December of last year after staff felt the need to address a new California State law that went into effect this year, opening the doors to sidewalk vendors within the state.
Since then, multiple public hearings have been
held to address the matter and several updates to the ordinance have been added since it was first introduced.
Those additions include prohibiting vendors a city owned parks and city sponsored events, requiring food carts to be parked and stored at a commissary or other location approved by the Health Department, requiring that a restroom be made available for stationary carts in a given location for more than one hour and requiring that all food items are cooked and prepared in compliance with County Health Department codes.

One of the things reiterated to the Dinuba City Council in regards to the city’s proposed sidewalk vendor ordinance is that it can amended at any time. There was concern that the ordinance may have had some holes in it, leaving some on council reluctant to move on the ordinance without further exploring the subject.

Tomorrow is officially the first day of summer, but the city of Dinuba’s ‘Summer Night Lights’ started last Friday, turning downtown’s entertainment plaza into a true entertainment plaza.
Every Friday night until Aug. 2, the downtown entertainment plaza comes alive as the park fills with food vendors, a certified farmer’s market, bounce houses, games, activities and music.
The farmer’s market also accepts EBT, WIC and senior coupons. Information booths are also available at the Friday night events.
This past Friday was the official kickoff to the Summer Night Lights, which is sponsored by the Tulare County Board of Supervisors. The event begins every Friday at 6 p.m. and lasts until 9 p.m.
Friday, those who attended the event enjoyed the live music of the local band ‘Balazzo’.

The Dinuba Unified School District will be looking at a budget that is just over $3 million more than last year, this according to a report given to the DUSD board trustees at its June 6 meeting.
Dinuba Unified School District Chief Business Official, Peggy Garispe, advised the board on Thursday that the district is looking at a budget for next year’s school year of just over $74 million.
Of the total budget, about $29.5 million is designated for certified salaries (such as teachers and staff) while another $8.2 million is set aside for classified employees (other employees for the district). A good portion of the budget is also set aside for employee benefits, roughly $16.1 million.
The new budget, however, is expected to leave the district with about $16 million in reserve funds, money that can be used to build the new high school for the district.
But prior to hearing the budget report, trustees had the opportunity to hear from two groups who have greatly contributed to the district’s success over the years, the district competitors in the National History Day competition and a report from a representative from Valley ROP.

Hannah Stout of Dinuba is the new Miss West Coast Earth USA, after having been crowned with the title last month in Irvine. Now, the 20-year- old will be moving on to compete in National Miss Earth USA next week in Las Vegas.
Stout, the daughter of Craig and Heather Stout, is a 2016 graduate of Dinuba High School and has been competing in pageants since 2015. She has also competed in Miss California Teen USA, Miss Teen California United States (where she was crowned first runner-up) and Miss Collegiate USA, a pageant that advocates for young ladies who are in college.
But prior to last month’s pageant in Irvine, it had been two years since her last pageant.

In a multi-agency drug sting, detectives from the Tulare County Sherrifs Office and the California Department of Justice, Division of Law Enforcement was able to bust a butane oil plant in the city of Dinuba. Detectives from the agencies served search warrants at various locations throughout the Valley and were able to bust a home in Dinuba with products used in the process of making concentrated THC oil from cannabis plants.
The house busted was located in the area of West Kelly and Morningside drives.
