priorities and are the results of both faculty and student research as well as technological
transfers to the community.
The institutional, provincial, regional, and national thrusts, such as those
established by the Province of Zamboanga del Sur, the Regional Development Council,
and NEDA, should serve as the foundation for the Extension's thrusts and priorities. The
Ambisyon Natin 2040 and the Sustainable Development Goals (SDGs) should be
integrated.
All extension programs and projects of the college are also anchored on the vision,
mission, goals, and objectives of the institution and community and extension services
unit of the JHCSC system as follows:
Vision
J.H. Cerilles State College is in the forefront of community development particularly
at the Barangay level. As leader institution, it is a vital force in the development of citizens
who are capable of improving lives and the community.
Mission
J.H. Cerilles State College being an educational institution is tasked to be a change
agent in an identified community whose main thrust is to institute community and extension
projects and outreach services.
The underpinning framework for the institution's extension program agenda is the
"TABANGE”, which is a comprehensive system of service delivery upon which all programs
anchored their extension initiatives. TABANGE is a visayan word which means “help me”.
It aimed to give assistance and support to identified communities through extension projects
linked to the following areas:

A – Agriculture and Aquatic Resources Management
B – Barangay Empowerment and Good Governance
A – Adopt a Community
N – Nutrition and Health Programs
G – Gender Development and Income Generation
E – Environmental Resource Conservation and Disaster Risk Reduction
