Level III Phase 2
This extension project is based on research conducted by V. Garnada and M.
Mamacang (2017), titled: ICT Workforce Capability and Needs Assessment: Basis for
Extension Program. The respondents to the descriptive survey are the 176 barangay
officials and personnel from the 44 barangays in Dumingag. The survey found that the
respondents had never participated in ICT training, and that only a small number of
barangays possessed office computers. Further, result also revealed that barangay-
official respondents have no idea or background in fundamental computer operations,
email, internet usage and search skills. Thus, they had no ability to explain, discuss,
conduct, and carry out specified task in ICT.
This paved the way for the School of Engineering and Technology (SET) to initiate
e-Barangay Project to address the gap identified among the barangay officials and
personnel from the 44 barangays in Dumingag.
The project aims to implement and equip barangay officials and other stakeholders
with ICT and computer skills through training on the following:
a. Basic PC Operations
b. Word Processing Application
c. Spreadsheet Application
d. Powerpoint Application
e. Photo Editing and Designing Application
f. Basic Computer Hardware Troubleshooting and Installation
The project commence after identifying the beneficiary barangay by conducting
needs assessment, site visitation, consultation meeting with the Barangay Officials,
organizing committees, signing of MOA and others. The primary direct
beneficiaries/participants of the project are the barangay officials, barangay nutrition
scholars, barangay health workers, and CVOs of barangay Caridad, Dumingag
Zamboanga del Sur. The trainers were the faculty of the said department together with
the students who provide assistance to the lead trainers while conducting the training.
The beneficiaries were trained on the different skills like basic computer operations, use
of MS Word, MS Excel, MS Powerpoint applications, and designing IEC materials using
Adobe Photoshop.
Project Monitoring and Evaluation
A method to systematically track and evaluate program activities and outcomes is
monitoring and evaluation. It is made up of two distinct processes that are always
connected. The monitoring phase of the strategy entails measuring and recording
advancements, successes, and outcomes. The second stage, evaluation, describes the
procedure by which the information gathered during the monitoring process is examined
