                              The total amount of state appropriations for higher education increased during the 2019-20 fiscal year

                       to $735,138,717 (8.4%) of the state General Fund revenue. Of this amount, $35,515,339 (4.8%) was

                       appropriated to the Commission on Higher Education. This appropriation amount includes funds distributed
                       by the CHE through the state scholarship programs. State lottery appropriations to higher education

                       programs increased to $476,301,246 in 2019-20 fiscal year. Of this amount, 66.4% was allocated to merit-
                       based scholarships and 17.6% to need-based scholarships.

                              Public colleges and universities are funded partially through state appropriations which are used to

                       support the educational and general operations at each institution. State appropriations are also used to
                       fund the Commission on Higher Education and the state scholarship and grant programs. The data in this

                       section comes from the General Assembly Appropriation Act and the South Carolina Department of
                       Revenue and Fiscal Affairs.
