AN ADMINISTRATIVE REGULATION ESTABLISHING A POLICY FOR WATER
LEAK CREDITS
Section 1: Purpose
The purpose of this administrative regulation is to establish a policy governing water leak credits
to both residential and commercial water customers.
Section 2: Administration:
The Director of Public Works or the Water/Wastewater Utilities Administrator will administer
all policies relative to Water Leak Credits. Only the Director of Public Works or the City
Manager may approve waivers from this policy.
a) The Customer care division of the Electric Utility shall implement this policy through their
management and application of the billing process.
b) Water leak is defined as a leak in a water line, main valve or underground piping of an
irrigation system on the customer side. This policy does not apply to plumbing fixtures or
flush tanks or above ground irrigation appurtenances (control valves, sprinkler heads, etc.)
c) Credits will be issued upon customer request provided adequate proof of repair has been
provided. Credit shall only be given for one (1) month (billing cycle) period of time in a
twelve (12) month period.
d) Half (50%) credit towards volume usage based on the same month's previous year's billing
may be applied.
e) The Public Works Director or the Water/Wastewater Utilities Administrator, at their
discretion, may adjust the credit to be given if extenuating circumstances exist.
f) Any sewer rate adjustment shall be at the discretion of the Water!Wastewater Utilities
Administrator.
g) In no case, will a credit be issued on billings prior to the one in which the leak became
evident.
h) Any request for a water credit must be made within forty-five days (45) from the due date of
the disputed bill.
