AN ADMINISTRATIVE REGULATION ESTABLISHING CRITERIA FOR
SALARY ADJUSTMENTS RELATED TO PERFORMANCE REVIEWS
SUPERSEDING AR-00-4
Section 1 : Purpose
Section 5-7 of the Personnel Rules provides for an annual written perfo1mance review to
be completed for each City employee. The Purpose of this administrative regulation is to
promulgate procedures for these performance based pay adjustments. All pay is to be
administered in accordance with the adopted pay plan.
Section 2: Equitable and Fair Pay Program
The City of Farmington recognizes the value of establishing a pay program that ties pay
adjustments to each employee's individual performance.
Section 3: Annual Anniversary/Performance Increase
An employee who receives a rating of "failed" shall not receive any annual
a1U1iversary/performance increase. If the failed rating is improved under a management
supervised improvement program, the employee shall be eligible for any increase on a
delayed-not retroactive-basis.
Section 4: Annual Salary Adjustment
In the event of an annual salary adjustment (sometimes refened to as a cost of living
adjustment) an employee who receives a rating of "failed" in the previous fiscal year shall
not receive any annual salary adjustment, if given, in the new fiscal year. If the failed
rating is improved within the fiscal year under a management supervised improvement
plan, the employee may be eligible for any annual anniversary increase which may be
given at anniversary as outlined in Section 3 of this administrative regulation. If the
employee is in a management supervised improvement program, the employee may be
eligible for any adjustment at anniversary, subject to the recommendation of the
department head and the approval of the City Manager.
Section 5: Retroactive Pay Not Permitted
An employee shall not receive retroactive pay in the event of an improved, failed
evaluation.
