AN ADMINISTRATIVE REGULATION
CONCERNING PAY RAISES AND FILLING OF VACANCIES DURING
PERIODS OF FINANCIAL DIFFICULTY SUPERSEDING AR-87-5

Section 1: Period of Financial Difficulty

TI1e City Manager shall have the responsibility and authority to declare a petiod of
financial difficulty during which all increases may be suspended or adjusted.

Section 2: The Educational Incentive Pay

The City shall honor all written agreements concerning educational incentive increases
during times of financial difficulty.

Section 3: Acting Pay

The City Manager may authorize a temporary salary increase for employees who are
performing the duties of an immediate supervisor for a time period that exceeds thirty
days.

Section 4: Filling of Vacancies

All vacant positions shall be examined carefully. Positions may be filled or left vacant at
the discretion of the City Manager.
