C. Transgender: individuals whose gender identity and/or gender expression differs from the sex they were
assigned at birth. A transgender male [Female To Male (FTM)] is someone who identifies as male but was
assigned the sex of female at birth; a transgender female [Male To Female (MTF)] is someone who identifies as
female but was assigned the sex of male at birth.
C.1. Transgender Athletes Undergoing Hormonal Treatment:
C.1.a. A transgender male (FTM) student-athlete undergoing hormonal treatment associated with
gender transition, must obtain a medical exception from the NJCAA for such treatment, prior to
the student- athlete competing while undergoing hormonal treatment.
C.1.b. A FTM student-athlete who has received a medical exception for treatment with testosterone for
gender transition, must compete on a men’s team/ competition and is no longer eligible to compete on
a women’s team/competition after commencing medically prescribed hormone treatment.
C.1.c. A FTM student-athlete who has received a medical exception for treatment with testosterone for
gender transition, may compete on a women’s team/ competition after commencing medically
prescribed hormone treatment only if the team is changed to a mixed team status.
C.1.d. A MTF student-athlete being treated with testosterone suppression medication, may continue to
compete on a men’s team/competition prior to their completion of one calendar year of testosterone
suppression treatment.
C.1.e. A transgender female [MTF] student-athlete who has received a medical exception for treatment with
testosterone suppression may compete with women on a mixed team until completion of one calendar
year of testosterone suppression treatment.
C.1.f. A MTF student-athlete being treated with testosterone suppression medication, may compete on a
women’s team/competition after completion of one calendar year of testosterone suppression
treatment.
C.2. Transgender Athletes NOT Undergoing Hormonal Treatment:
C.2.a. Any transgender student-athlete who is not taking hormone treatment related to gender transition
may participate in sex-segregated sports activities in accordance with their assigned birth gender.
C.2.b. A FTM student-athlete may compete on a male NJCAA team/competition or they may compete
on a female team/competition, however they cannot compete for both teams in one sport.
C.2.c. A MTF student-athlete may not compete on a female NJCAA team / competition; unless the
team is changed from sex-segregated to mixed status.
C.3. The Student-athlete’s Responsibilities:
C.3.a. In order to avoid challenges to a transgender student-athlete’s participation during a sport season, a
student- athlete who has completed, plans to initiate, or is in the process of taking hormones as part of a
gender transition should submit the request to participate on a sports team in writing to the director of
athletics upon matriculation or when the decision to undergo hormonal treatment is made.
C.3.b. The request should include a letter from the student-athlete’s physician documenting the student-
athlete’s intention to transition or the student- athlete’s transition status if the process has already
been initiated. This letter should identify the prescribed hormonal treatment for the student-
athlete’s gender transition and documentation of the student-athlete’s testosterone levels, if
relevant.
C.4. The College’s Responsibilities:
C.4.a. The director of athletics should meet with the student-athlete to review eligibility requirements and
procedure for approval of transgender participation.
C.4.b. If hormone treatment is involved in the student-athlete’s transition, the director of athletics should
notify the NJCAA of the student-athlete’s request to participate with a medical exception request.
C.4.c. To assist in educating and in development of institutional policy and practice a Transgender
Participation Committee should be established. Members of the committee should represent a cross
section of the institutional staff with student-athlete well-being interests and include representation
from the departments such as: office of general counsel, health and counseling, faculty/academic
affairs, and athletics.
C.4.d. All discussions among involved parties and required written supporting documentation should be
kept confidential, unless the student-athlete makes a specific request otherwise. All information
about an individual student-athlete’s transgender identity and medical information, including
physician’s information provided pursuant to this policy, shall be maintained confidentially.
C.4.e. Transgender students-athletes will be addressed by their preferred name. Likewise, pronoun
references to the student will reflect the gender with which the student-athlete identifies.
