                                   Fraud Prevention and Detection Award

Investigator Linda Davis became involved in a Fraud case on June 28, 2016. Abimaliel Reyes-Vasquez is a
Mexican National who illegally entered the United States without inspection in 1999. Vasquez has been living
and working in Georgia under another person’s identity since 2005. The identity used is that of Abimaliel
Figueroa-Orta. Orta is a true person and is a resident of the state of Massachusetts. Vasquez has acquired a
lengthy history of traffic citations and suspensions in Orta’s name as well as earning income for tax purposes in
his name. Orta is a member of the United States military and recently was unable to renew his Massachusetts
driver’s license due to the duplicate record that exists in Georgia under his name.
Investigator Davis’ tireless work and ability to partner with other law enforcement agencies have successfully
brought this case to a conclusion. The victim is on the path to restoring his identity and has been able to renew
his Massachusetts driver’s license. Vasquez is now incarcerated, awaiting adjudication of his charges. Because
of his arrest and positive identification, his continuation of the crime of Identity Fraud has been stopped and
authorities with the Department of Homeland Security Investigations (ICE) can properly document his presence
in the United States and take appropriate action against him for his illegal entry into the United States.
Investigator Davis has been employed with the State of Georgia for 25 years. She began her career as a secretary
with the Georgia Bureau of Investigation (GBI) and was later promoted to the position of Investigative Assistant;
an unsworn position. In 1994, interested in further serving her community, she enrolled in the City of Conyers
Police Department, Police Reserve Program while continuing to work for the GBI. In 1998, through her affiliation
with the Police Reserve Program, she became a Sworn Certified Peace Officer with the state of Georgia. In 2010,
she transferred to the DDS as an Investigator. In addition to working criminal cases, Investigator Davis conducts
Background Investigations and is the Primary Evidence Custodian for the agency. Investigator Davis continues
her volunteer work with the City of Conyers, Police Reserve Program, and through this work she has volunteered
thousands of hours of service to her community. She is a General Instructor and often conducts training for the
Reserve Unit as well as for the DDS Office of Investigations. Investigator Davis’ pleasurable demeanor and
professional work ethic make her a valuable asset to DDS. Congratulations and thank you, Linda!
