approval, you were allowed two hours a week to help in a school. As soon as
I learned of the program, I signed up. Since retirement, I have continued to
help, but now I can go twice a week and I especially like helping the students
with math.
I am Larry David Leiby and I served in the Department of the Army for over
42 years. During my entire lengthy career, I was associated with the test and
evaluation (T&E) discipline in support of the Defense acquisition process.
During my 25 years as an operations research and system analyst (OR/SA), I
had the responsibility of designing operational tests and analyzing the
resultant credible data in support of an independent system evaluation. Each
operational test had the proposed system to be acquired subjected to as
realistic as possible wartime environment. The independent system evaluation
addressed the proposed system’s operational effectiveness, operational
suitability, and survivability.
An independent system evaluation was presented to the Army System
Acquisition and Review Council for decision to acquire the system.
Depending on the potential impact of the proposed system on the United State
Armed Forces, the independent system evaluation would support the Defense
Acquisition Board.
Up to this point of my career, two highlights of my career were being the lead
OR/SA on the PATRIOT air defense system and Apache AH-64 attack
helicopter. Both systems were instrumental to the U.S. forces in Operation
Desert Storm and Operation Iraqi Freedom.
During my last 17 years as a Department of Army civil servant, I worked
within the Headquarters, Department of the Army. In this capacity, I was
responsible for developing and interpreting Army T&E policy and procedures.
I authorized Army Regulation 73-1, which dealt with T&E policy. Prior to my
retirement, I prepared the Department of the Army Pamphlet 73-1, which
contains the procedure to carry our Army T&E procedures.
I am Doris McAdams a Veteran and I worked for the Department of Defense
for 38 years. I was an active duty member of the Air Force before beginning
my civilian career with the Department of the Navy. While working for the
Navy, I held many positions; however, the most rewarding was developing
and implementing financial management systems. In 1991, I was a part of the
