AB, Germany, where I was responsible for 24 child and youth programs. At the
end of my career in 2008, I was responsible for more than 1,000 children a day
at Bolling Air Force Base in Washington, D.C.
Two significant achievements were obtaining national accreditation for both
the child development programs and for the Before and After school programs
at Edwards AFB, California, and at Bolling AFB. Finally, I was part of the
recognition given by President Clinton who declared military child care “a
model for the nation.”
I am Edward Reed, a United States Marine Corps Veteran, and I served in the

Department of Defense. I am the 2 Vice President for the Maryland
Federation of the National Active and Retired Federal Employees Association
(NARFE). As a Telecommunication and Logistics Officer overseas, I
supported worldwide equipment purchases and installations, and worked after
and before in Public Relations. I performed five Human Relations Overseas
Support field assignments. I assisted in contracts for local building of home
furniture, saving taxpayers thousands of dollars in household furniture building
and shipping costs. While being deployed in three war zone theaters, I became
Volunteer Commissioner in the American Scouting movement in Europe, the
Middle East and the Far East. I nurtured 16 young men to attain Eagle Scout
rank. My combined military and federal service career, during which I
supported America’s objectives and mission, spanned 50 years.
I am Phyllis C. Reinhardt and I worked for the U.S. Army Reserve Command
as a dual status technician from December 1981 until November 1990. Most
positions in the Army Reserves require you to be a member of the Army
Reserves. Hence the term dual status. My first assignment was such a position

at the 103 Corps Support Command (COSCOM), Headquartered in Des
rd
Moines, Iowa. The mission of the 103 COSCOM was combat support of V
Corps in Germany. COSCOMs had the unique feature of a Special Battalion
included in the Modified Table of Organization (MTOE). I was assigned as a
soldier and civilian employee to the Special Troops Battalion within the
COSCOM. I oversaw day-to-day operations of the Personnel Section in the
battalion. Upon receiving a promotion on the military side, I also earned a
promotion on the civilian side. I moved to Material and was responsible for
day-to-day operations in the Services Section.
