2.1 Classification of Hazardous Substances
2.1.1 Indicative Criteria
The CIMAH Regulation provides guidance on the classification and the specific
indicative criteria of the hazardous substances. These criteria are described in Schedule
1 of the Regulations which are reproduced below:
i) Very Toxic Substances
a) Substances which correspond to line 1 of the table below; and
b) Substances which correspond to line 2 of the table below and which, owing to
their physical and chemical properties, are capable of producing major accident
hazards similar to those caused by the substances mentioned in line 1 of the
table below.
LD 50 LC50
LD 50 (oral)
No. (cutaneous) (inhalation)
Mg/kg body weight
Mg/kg body weight Mg/l
1. LD50 ≤ 5 LD50 ≤ 10 LC50 ≤ 0.1
2. 5 < LD50 ≤ 25 10 < LD50 ≤50 0.1 < LC50 ≤ 0.5
ii) Other Toxic Substances
Substances with the following values of acute toxicity as shown in the table below, and
having physical and chemical properties capable of producing major accident hazards.
