            the  War  World  II  process  among  the  allied  powers  of  Great
            Britain, France, United States and German, Japan, Italy.

                The  Vietnam  National  Movements  confused  for  ceasing
            fight of allied and immediately surrendered of Japan soldiers in
            the  world  after  two  atomic  bombs  had  dropped  on  their  land.
            Therefore most Vietnam National movements did not reinforce
            to be a unit and hold their force on the border North Vietnam in
            the  separation  area.  They  watched  the  allied  force  disarming
            Japan militarist in Vietnam and let Communist party had a free
            hand to follow the allied force toward Hanoi. Thus during the
            time  French  force  withdrew  themselves  into  China,  and  Japan
            forces  had  surrendered,    American  airborne  units  helped
            Vietminh  moving  their  troop  from  North  Vietnam  border  into
            Vietnam.  They  had  to  overwhelm  the  Japanese  and  French
            positions in North-Vietnam with full arms and  ammunition by
            their purposed aim to make the regard on the world and amazed
            the Vietnamese people by their potential strength.


                With the innocent of the Vietnamese National Movements,
            Vietnam had fallen into the vacuum power government of Tran-
            Trong-Kim  and  Phan-Ke-Toai.  Ho-Chi-Minh  had  a  chance  to
            spread his activities onto Center Vietnam in July 1945, while a
            thousand French troops were moving back into South Vietnam
            by the British help. They overwhelmed Saigon on September 23,
            1945, with French flags over the public building and their troops
            were on the streets.

                August  17,  1945,  Ho-Chi-Minh  led  his  Association  of
            revolutionary  youth  members  (The  first  previous  of  Indochina
            Communist party) to knock down Tran-Trong-Kim’s cabinet by
            a huge manifest of the provisional board of administration:
