Airport Shifts in Ground Transportation Systems & the TNC Response
Finally, Minneapolis’ MSP has made similar curbside allocations to reflect the demand for TNC services, but has done so through an 18-month long process that would have to be considered a “Best Practice” approach to the changing modes at their airport curbs. MSP created a Landside Study Team that wanted to learn from other airports as well include current taxis, shared ride and all other curbside users in their decision-making process. As learned from Steve Holes' presentation at the conference, MSP officials visited ten other airports to discuss what they have done to integrate TNCs into those airports. From this study and discussions with all curb users, they made changes to their curb allocations, but they also moved to improve the lives of their taxi drivers by implementing something called eDispatch. eDispatch is a dispatch enhancement which allows a taxicab driver the ability to drive his/her vehicle out of the taxicab queue. The driver remains in a virtual queue and receives a text when customer demand reaches a certain threshold at the airport. The system went “live” in July, 2018 and by September, 2018 more than 80% of MSP taxi drivers were on eDispatch. Now taxi drivers go to the airport only when they can expect a short wait before their assigned virtual number is up and their airport wait time has been significantly reduced, allowing drivers to take other fares or use the time for personal business.
