               are not projects even though they may exhibit project characteristics (goal, time-frame,
               cost).



               6.3  WHAT IS PROJECT MANAGEMENT?


               Project management is defined by the PMBOK as:

                “Project management is the application of knowledge, skills, tools, and techniques to
               project activities to meet the project requirements.”

               Project Management is the process of achieving project objectives (schedule, budget
               and performance) through a set of activities that start and end at certain points in time
               and produce quantifiable and qualifiable deliverables. Successful project management
               is the art of bringing together the tasks, resources and people necessary to accomplish
               the business goals and objectives within the specified time constraints and within the
               monetary allowance.
               In other words the project manager must do whatever is required to make the project
               happen - one could not have a wider all encompassing job description!

               Using Project Management is no guarantee that the project will be successful – i.e. that
               it achieves its goal within time and allocated budget to the satisfaction of all
               stakeholders concerned.  What Project Management essentially does, though, is offer a
               systematic but flexible framework which can increase the chances of the project
               succeeding or, conversely, decrease its chances of failing.

               The intensity with which Project Management is applied must be proportional to the
               need and complexity of that project. Just as one wouldn’t commission a bazooka or a
               flame thrower to kill a cockroach, it would be an error of judgment to apply the full gamut
               of project management processes and tools to a project which can probably be
               successfully managed more effectively and efficiently using a simpler and intuitive
               approach.

               Managing a project includes identifying your project’s requirements; writing down what
               everyone needs from the project. What are the objectives for your project? When
               everyone understands the goal, it is much easier to keep them all on the right path.
