Up to two (2) 2-hour virtual meetings to discuss site layout, design intent, and proposed layouts
Preparation of up to two (2) conceptual layouts for the site, showing proposed buildings, site
access points, etc.
Up to four (4) rounds of revisions of the conceptual layouts, based on client and developer
comment.
Preparation of a “Final” Conceptual Plan based on client revisions and discussions.
CoreStates will research publicly available information on zoning, including parking requirements,
setbacks, landscape coverage, and include the results of this research in the preparation of the concept
plans.
Conceptual Civil Engineering:
Core States will perform a site visit to observe existing site conditions. Readily visible site
information pertaining to access, site grades, site condition, and utilities will be documented for
future phases.
Core States will review publicly available maps (FEMA FIRMs, NWI Maps, USGS Soil Maps,
City/County GIS) to attempt to determine impacts on proposed project.
CoreStates will attend a pre-application meeting with the City of Scranton and Pennsylvania DOT
to discuss the proposed project and AHJ Review and Approval processes.
Core States will retain the services of a qualified sub-consultant to meet with PennDOT and
other relevant AHJs to determine the scope of any required Traffic Impact Assessments. At this
time, the scope and cost of a Traffic Impact Assessment cannot be determined – this task only
consists of the effort necessary to determine the scope and fee for a TIA, which will be provided
as an additional service.
Phase 2 – Due Diligence
Geotechnical Investigation:
CoreStates will contract with a qualified subconsultant to perform subsurface soil explorations, analysis,
and recommendations. It is anticipated an approximate 50’x50’ grid of standard penetration test (SPT)
borings will be drilled across the subject site to a depth of 50’, unless poor soil conditions are
encountered. The total linear footage of borings proposed is 1,350LF. The geotechnical subconsultant
will prepare a report of their findings, with recommendations for foundations, footings, and pavement.
Phase I Environmental Site Assessment:
CoreStates will contract with a qualified subconsultant to prepare a Phase I Environmental Site
Assessment. The purpose of this assessment is to identify conditions indicative of releases and
threatened releases of hazardous substances on, at, in, or to the property. This assessment will be in
general accordance with the United States Environmental Protection Agency’s (EPA), “All Appropriate
Inquire” Rules, and the general methodology of ASTM E-1527-13 Standard for Phase I Environmental Site
Assessments. This scope does not include testing or surveys, such as for lead, asbestos, mold, endangered
