Phase 4 – Permitting Services:
Work under this task provides for submission-package preparation and response to comments resulting
from subsequent AHJ or other public-jurisdiction review. Also included under this task are resubmission
to assist in obtaining approval, subsequent meetings and conferences required by the AHJ, Client or their
representatives, and meetings with public agencies involved in development of the project, on an as-
needed basis. This task consists of initial submittal, and up to two (2) resubmittals to each agency.
Anticipated permits are expected to consist of the following:
PennDOT Access Management Permitting
No submittals for offsite roadway improvements and/or traffic signal improvements are included, as the
potential scope cannot be determined at this time. If necessary, such submittals can be included as an
additional service.
City of Scranton Planning and City Commission Approval
Up to four (4) Public Hearings are included in this task. Additional public meetings will be an additional
service.
Water and Sewer Review
Review of Dry Utilities (i.e. gas, telephone, electric, cable)
No Development of Regional Impact review (or similar process) is included in this scope. Offsite utility
upgrades or extensions are also not included, as the scope cannot be determined at this time.
Phase 5 – Construction Phase Services:
CoreStates will perform the following services:
Attend the pre-construction conference, if required by AHJ or Client request.
Review shop drawings, construction submittals and related data which are routinely submitted by the
General Contractor to the Engineer; if needed, we will review material, submissions, and shop drawings
that relate to site work and make recommendations for action by the Engineer to the Contractor and/or
Client.
