COMPLIANCE PRACTICES OF PANTAWID PAMILYANG PILIPINO
PROGRAM (4Ps) PARENT BENEFICIARIES

This study aimed to determine compliance practices of Pantawid Pamilyang Pilipino
Program (4Ps) parent beneficiaries of Vicente Taaca Memorial School, Urdaneta City Division,
during the school year 2015 – 2016. Specifically, this study sought to answer the following
questions: profile of the 4Ps parent beneficiaries in terms of age, sex, socio-economic status,
highest educational attainment, and occupation; the of compliance practices of 4Ps parent
beneficiaries along the a) goals and objectives of the program and b) cash transfer and utilization
of the cash grant; and the problems encountered by the 4Ps parent beneficiaries in relation to
the implementation of the program
Based on the statistical treatment employed and thorough analysis of data, findings
were drawn. Along the profile of the respondents, the findings revealed that majority of the 4Ps
parent beneficiaries belong to the age bracket 31 - 40. In terms of sex, most of the respondents
are females. With regards to their socio-economic status, the study revealed that the respondents
have low amount of income since they are earning the amount Php 999 & below in a month.
Finally, the data showed that all of the respondents are non-professionals.
Along the compliance practices of the 4Ps parent beneficiaries in terms of the goals and
objectives of the program, the respondents had highly complied. As a whole, the data revealed
that the parent beneficiaries highly complied with the goals and objectives of the program.The
4Ps parent beneficiaries are considered young and belong to the low income families. They also
lack education and income generating activities. The 4Ps parent beneficiaries strictly adhere to
the goals and objectives of the program as well as to the conditions in the cash transfer and
utilization. The 4Ps parent beneficiaries encountered problems in the implementation of the
program, therefore, in the implementation of the program there are still areas that need to be
modified and enhanced to be able to make the program become a success.
The researcher recommended the following: Livelihood Program should be implemented.
The DSWD should coordinate with the Urdaneta City Livelihood Skills and Training Center, Non-
Government Organization (NGO), Local, Government Unit (LGU) and TESDA to have extension
programs which will reinforce and fortify livelihood skills and trainings to the 4Ps parent
beneficiaries. Education and Literacy Program should be implemented to the 4Ps beneficiaries
which envision to educate the adult members of the 4Ps especially those members who did not
finished high school level. The DSWD should conduct sessions to the members to inform them
about the current status of the program and be able to acquaint themselves in the progress of
the program whether it achieves the objectives of the program.
