Notes to Chapter Nine
Deputy Ruler of Qatar. An amended draft which was less specific and
less detailed was prepared in Doha immediately before the meeting in
            Dubai.
17 The text of the draft of an "Agreement for the Establishment of the
United Arab Coastal Emirate” is filed in a collection of resolutions,
decisions, joint communiques and documents concerning the Union of
Arab Emirates compiled in the office of the Adviser to the Ruler of Qatar
(henceforth quoted as Resolutions). This documentation also contains
his draft of January 1960, running to 34 articles and the Government of
Qatar’s draft, which was used as the basis for the discussions in
February. The latter was reduced to 26 articles.
18 The final agreement was cut down to 11 points, but the preamble of the
actual agreement is more verbose than that of the draft, calling the first
federation between Abu Dhabi and Dubai a stepping stone for this
larger federation, but also stressing that this move was "in response to
the desire of the people of the area to strengthen the means of stability in
their countries". The text is printed in Albaharna, 1975, p. 380ff.
19 The President of this Supreme Council was also the President of the
Union; he was to be elected annually from among the nine Rulers.
         20 Albaharna, 1975, p. 381.
21 The Arabic name "al Majlis al Ittihadi" was in other instances
            translated as the "Union Council".
22 While the draft provided that the Union Council should perform its
functions . . in accordance with the higher policy adopted by the
Supreme Council. . the agreement itself reads: "The decisions of the
Federal Council shall not be final until approved by the Supreme
            Council.” Albaharna, 1975, p. 382.
23 In the original draft of January a maximum of four representatives from
            each Emirate was envisaged.
         24 Albaharna, 1975, p. 382.
25 The author of the draft also wanted to create an official gazette for the
publication of this agreement and subsequent federal laws, but the
relevant passage in the draft was not adopted in the agreement.
26 The Dubai agreement was signed by: Shaikh 'Isa bin Salman Al
Khallfah, Ruler of Bahrain; Shaikh Zayid bin Sultan Al Nahyan, Ruler
            of Abu Dhabi; Shaikh Rashid bin Sa'fd Al Maktum, Ruler of Dubai;
            Shaikh Saqr bin Muhammad Al Qasimi, Ruler of Ra’s al Khaimah;
Shaikh Khalid bin Muhammad Al Qasimi, Ruler of Sharjah; Shaikh
Ahmad bin Rashid Al Mu'alla, Ruler of Umm al Qaiwain; Shaikh Rashid
bin Humaid Al Na'aimi, Ruler of 'Ajman; and Shaikh Muhammad bin
Hamad Al Sharqi, Ruler of Fujairah.
27 But as was the case in most European states, even many Arab
governments had at that time precious little knowledge of that part of
the Arab World; according to a report of 15 March 1968 in Beirut's Daily
                                                                471
