Deputy Ruler of Qatar. An amended draft which was less specific and
less detailed was prepared in Doha immediately before the meeting in
Dubai.
17 The text of the draft of an "Agreement for the Establishment of the
United Arab Coastal Emirate” is filed in a collection of resolutions,
decisions, joint communiques and documents concerning the Union of
Arab Emirates compiled in the office of the Adviser to the Ruler of Qatar
(henceforth quoted as Resolutions). This documentation also contains
his draft of January 1960, running to 34 articles and the Government of
Qatar’s draft, which was used as the basis for the discussions in
February. The latter was reduced to 26 articles.
18 The final agreement was cut down to 11 points, but the preamble of the
actual agreement is more verbose than that of the draft, calling the first
federation between Abu Dhabi and Dubai a stepping stone for this
larger federation, but also stressing that this move was "in response to
the desire of the people of the area to strengthen the means of stability in
their countries". The text is printed in Albaharna, 1975, p. 380ff.

27 But as was the case in most European states, even many Arab
governments had at that time precious little knowledge of that part of
the Arab World; according to a report of 15 March 1968 in Beirut's Daily
