         43  Iran’s attitude to Bahrain was indeed mellowing, and in an interview in
            Delhi on 4 January 1969 when the Shah was asked about the possibility
            of holding a referendum in Bahrain he said that anything which would
            serve to find out "the will of the people” would be welcome; see ARR,

         44  Ra’s al Khaimah’s Ruler had a grievance because some tribesmen with
            whom he had quarrelled had emigrated to Abu Dhabi; he was
