52 At first it was suggested that a number of portfolios should be allocated
to each state. There was a great deal of bargaining; Ra’s al Khaimah for
instance demanded Defence and Interior, but could be persuaded to
settle for Agriculture and Public Works. But it was not clear whether a
particular portfolio should remain with a particular Emirate or whether
it should rotate.
