Notes to Chapter Nine

the draft submitted by Dr Wahid Ra’fat. A combination of the two was
                    then circulated and commented on.

                   and Husain Albaharna (Bahrain).
The fact that the British Government concentrated at this point on
obtaining a consensus of the four bigger states on outstanding issues
aggravated the already voiced suspicion which the five smaller states
had that they were being made to accept what the others agreed upon.
Al times the voting of the smaller stales therefore reflects nothing more
than the desire to make their presence felt.
74 See “Minutes of the Second Meeting of the Committee of Their
Excellencies the Deputy Rulers to Prepare for the Second Meeting in the
Fourth Session of the Supreme Council", and a list of the participants of
                   each stale’s delegation in Resolutions.
75 See “Minutes of the Meeting of the Committee for the Revision of the
Draft Provisional Constitution of the Union of Arab Emirates which
was prepared by the Second Constitution Committee that was formed
on the basis of Recommendations Adopted on 14 June 1970 by the
Committee of Their Excellencies the Deputy Rulers" in Resolutions. The
participants of this committee included Dr Adnan al Pachachi, Khalaf al
Otaibah, Muhammad Habrush and Salih Farah from Abu Dhabi.
76 Estimates of population figures for the nine states were in 1970:

                      Bahrain over 20,000 (1971 census: 216,000)
Qatar 112,000 (1970 census not published)
                      Seven Trucial Slates 217,000 (1968 census: 180,000)*
                        Abu Dhabi 60,000 (1968 census: 46.400)
                        Dubai 70.000 (1968 census: 59,000)
                        Sharjah 40.000 (1968 census: 31.700)
                        Ra’s al Khaimah 27.000 (1968 census: 24,400)
                        Umm al Qaiwain 4,000 (1968 census: 3,800)
                        'Ajman 4,500 (1968 census: 4,200)

77 Qatar by then suggested that only once the Union had become a single
(and possibly more cenlralislic than federal) stale could the principle of
representation of the people on the basis of the number of citizens in the
constituencies be applied. See p. 53 of the minutes in Resolutions.
Quote from p. 76 of the Minutes in Resolutions. The meeting of Deputy
                78
Rulers continued by discussing the method of voting in the Supreme
Council of Rulers; eight members rejected the stipulation that the two
thirds majority should include Abu Dhabi, Bahrain, Dubai and Qatar.
