The fact that the British Government concentrated at this point on
obtaining a consensus of the four bigger states on outstanding issues
aggravated the already voiced suspicion which the five smaller states
had that they were being made to accept what the others agreed upon.
Al times the voting of the smaller stales therefore reflects nothing more
than the desire to make their presence felt.
