In the 1369 budget only a small surplus of revenue over expenditure was anticipated, the surplus
however was over Rs. 21,000 which was considerably more than had been expected. The reason for
this was because the council adhered as closely as possible to the budget and the revenue exceeded
the budget by about Rs. 19,000, the total income during the year being Rs. 25,000 higher than in the
previous year. Shop and house taxes produced about Rs. 5,000 more than in 1368, the municipality’s
share from the Government vehicle tax was Rs. 6,000 more than in the previous year and municipal
property and other sources of revenue also brought in a larger income. At the end of the year however
Rs. 7,800 was due to the municipality on account of taxes, etc. The people of Muharraq, even more
than the inhabitants of Manamah, object to paying municipal taxes and expect to benefit from public
