         of His Majesty’s Government' from Abu Dhabi without consulting
         the India Oflicc, which had asked the Resident for a report on
         the slave trade in the Trucial Coast. Instead of submitting the
         required report, Fowlc gave certain suggestions on how to halt
          the trade.
            Despite such procedural irregularities, Fowlc was respected as
          a good administrator and judge of Gulf a flairs. He retired in Sep­
          tember 1939 and returned to England, where his knowledge of
          the Middle East proved useful to the War Government. After a
          brief spell at the Ministry of Information, he became an adviser
          on Middle Eastern affairs at the British Council. His work there
          was cut short when, in February 1940, lie died of lung cancer,
          which thus brought to a close the career of the last of the absolute
          rulers of the Gulf.
