Oversight of the following divisions: City Clerk, Human Resources, Risk Management,
Information Systems, and Cable Broadcasting Services.
Perform all functions of the City Clerk including preparation and distribution of meeting
agendas, attending all City Council meetings, and recording the meeting and preparing the
minutes and serving as the local official for municipal elections, local legislation, the
Public Records Act, the Political Reform Act and the Brown Act.
Attend and participate in weekly Executive Department meetings.
Prepare City Council staff reports, resolutions and ordinances including authenticating,
attesting, indexing, processing and filing of all city resolutions, ordinances, contracts and
other related documents.
Management and oversight of the processing and filing of all citywide contracts.
Conduct annual training with newly appointed Board and Commission Members.
Assisted the City Manager in negotiations with employee bargaining organizations and
administered the Memorandum of Understandings with each bargaining unit as well as
the pay and benefit plans for other non-represented employee groups.
Serves as the City’s representative on the Municipal Pooling Authority Board of
Directors.
Develop, prepare and monitor budgets for the City Clerk, Human Resource, Risk
Management, Cable and Information Systems programs.
Work closely with MPA staff in processing liability claims submitted to the City.
Conduct personnel investigations and prepared reports, recommendations and
correspondence in relation to the investigation.
Work closely and coordinate efforts with Consultants in charge of completing a citywide
classification and compensation study.

Manage 4 front office staff engaged in accountancy, payroll, agenda preparation and customer
service duties serving a population of 8,500.
Participate in weekly executive management team meetings.
Perform all functions of the City Clerk including preparation of all City Council, WPFA,
Successor Agency, Oversight Board and Appeals & Hearing Board agenda’s according to
established deadlines and posting requirements established by law.
Attend each session of the City Council, WPFA, Successor Agency, Oversight Board and
