Responsibilities included preparation of client and sub-consultant contracts, coordination between disciplines
and various regulatory and review agencies from conceptual design through construction; direct project
management of budgets and design staff for preparation of construction contract documents including plans,
specifications, and construction cost estimates for public works civil engineering projects ranging in size from
$50,000 to $230,000,000.
• Projects included: site demolition, water and wastewater treatment and distribution systems, storm
drainage facilities, site grading and road improvements.
• Major Projects:
o City of Coalinga, 4-MG Surface Water Treatment Facility Expansion: provided site development
plans, specifications and construction support for a 4-MGD expansion to the plant, including
reconstruction of chemical storage facilities and feed systems, a new lab water testing lab, shot-
creting the backwash basins and installation of an underdrain return system.
o City of Coalinga, Water System modeling and plans and specifications for construction of a new
5-MG above ground steel reservoir. Project scope included analyzing the entire water system
and locating the tank such that the operational head on the tank matched the existing 5-MGD,
installation of a SCADA system to operate the distribution system and SWTF.
o California Department of Correction Electrified Fence Project: Lead Civil Engineer for feasibility
study for 30 prisons and retrofitting at 27 sites. Developed site development plans and
specifications and provided construction support for prototype fence and eventual standard
design installed at 27 active and new prison sites. Responsibilities included structural
components as well as plans and specifications and construction support activities for civil site
improvements such as fence modifications, grading and drainage modifications and utility
relocation.
o Atwater-Castle Federal Penitentiary- 744 bed facility: Project scope included extensive
environmental and hazardous mitigation, demolition of nuclear weapons storage facilities and
onsite and offsite wet and dry utilities.
o Contract District Engineer for 3 Community Services Districts: Del Rey, Easton and Riverdale-
Projects included planning, obtaining grants and loans, preparation of construction plans and
specifications, bid documents, advertising and contract award for municipal water and
wastewater projects. Examples of projects would be domestic production wells, distribution
system improvements, wastewater treatment plant expansion.

Responsibilities included providing construction management support to project managers performing
construction project management from conceptual design through construction on projects ranging from
$25,000 to $40,000,000. Personally responsible for the following:
• Developing methods of cost projections to monitor on-going construction project costs, instituting cost
control measures to reduce cost overruns, and assist in obtaining project funding augmentation.
• Primary responsibility for implementation and development of complex project schedules which
included Gantt charts and network diagrams for major capital projects using PS-4 project scheduling
software for presentations to the Public Works Board for over $500,000,000 in capital projects.
• Assisted in training project managers in use of PS-4.
• Assistant project manager for two $10-million capital improvement building projects, on one of these
projects, personally responsible for developing a document tracking spreadsheet that saved over a year
in pending delay claims and $3-million in pending change order claims.
