Managing city Capital Projects Division of the Public Works Department - serving 117,000 City residents, 55 full-
time employees.
• Oversaw Capital Projects for the following municipal programs: Streets, Green-infrastructure,
stormwater, sewer collection, facilities.
• Programming included transportation planning. Transportation included the Berkeley Complete Streets
program, ride-share and bicycle share.
• Sewer and storm-drain programs were both being managed under consent decrees.
• Work included coordinating with East Bay MUD, BART, ACTC, AC Transit, Alameda County and the City of
Berkeley Public Works Operations.
• Major Projects:
o $33-million city-owned 8-story downtown parking garage;
o $3.5-million LTI’s on city-owned building (1947 Center St.);
o $6-million/year sewer rehab program;
o Updated to 5-year paving program.
o Complete Streets Program.
o Car-share and Bike-share programs.
o BART Plaza Upgrade.

Assistant Director – Water Division
Managing city municipal water department- serving 37,000 customers, 137,000 City and County residents, 40
full-time employees.
• Implemented State-mandated conservation and delivered 18,000 acre-feet of clean, safe drinking water
to customers in 2015, a 22% reduction since 2013.
• Managing the operations of over $750-million in public infrastructure assets, with an approved FY15
annual budget of over $30-million.
o Three surface water treatment facilities: 42-MGD City of Vallejo, Fleming Hill surface water
treatment facility; 1-MGD Green Valley SWTF; 1 MGD Travis AFB SWTF.
o Approximately 30-miles of large diameter raw water transmission main.
o Approximately 600 miles of distribution system pipeline.
• Oversee five operational sections: treatment plant operations, water quality testing lab, operations
maintenance, water engineering and water administration.
• Key initiatives included:
o Updates of Masterplan, Urban Water Management Plan and associated Capital Improvement
Plans.
o Development of new 5-year rate plan.
o Development of a Strategic Plan.
o Initiation of Public Outreach and Education program to increase public awareness of critical
nature of water and water system to community and land values.
o Programming repair and replacement of aged infrastructure.
o SWTF operational improvements.
o Implementation of Results-based Performance Management program.
