Senior Manager, Infrastructure
Served as Senior Managing Engineer for Infrastructure practice, water, wastewater, storm drainage and road
improvements. Prepared departmental budget; managed personnel resource allocation and work forecasting,
business development, development of group marketing plan and participated in preparation of Region and
National Marketing plans for water and wastewater business.
• Provided management of group resources including project assignments, performance reviews,
participation in personnel hiring interviews, training and development of engineering staff; monitored
and documented URS Quality management system, and maintained project management
documentation in compliance with URS Corporate PM policies and Sarbanes-Oxley auditing
requirements.
• Water Resource planning – analyzed data and presented recommendations to provide water resources
for a Chevron Redevelopment mixed-use project in Avila Beach, CA, including possible exchanges, re-
use and consolidation.
• Took charge of three site development projects that were 3 to 7 years old; met with clients and resolved
outstanding issues; renegotiated terms of contracts and put all three projects back on track for
satisfactory project delivery.
o City of Hanford Industrial Park Railroad Spur;
o Beale AFB Hangar and Utility upgrade project;
o Coalinga Solar Array Project
• Served as South Central Valley Lead Civil Engineer for utility relocation identification for the California
High Speed Rail project.
Mid Valley Engineering, Fresno, CA 2007 to 2008
Central Valley Director – Senior Project Manager
Served as Senior Managing Engineer; managed the Fresno, CA and Phoenix, AZ offices. Oversaw personnel
interviews, training and development of engineering staff; coordinated efforts between Project Management,
Business Development and Surveying Departments for business development and project delivery. Established
work environments conducive to business success; monitored activities and tracked project status through
completion.
• Instituted rigorous QA/QC policies and procedures for project deliverables. Developed staff in Phoenix
office; facilitated transition turning management over to local Senior Engineer.
• Recognized in July 2008, for Fresno’s business unit being top performing business unit, and one of only
two that generated profit; in August 2008 the Fresno business unit was the only unit to generate a
profit.
• Oversaw the civil engineering site design of a major commercial development, Campus Pointe for Lance-
Kashian & Company. Project consisted of a large commercial retail and entertainment development
with adjacent campus student and workforce housing. Improvement plans included site grading and
drainage plans, wet and dry utilities, streets, sidewalks and lighting; green infrastructure, irrigation with
reclaimed water, parking and pedestrian improvements and coordination with the Fresno State Campus
and City of Fresno for right-of-way, easements and permits.
