I write to express my excitement to continue as leader of the City of Sacramento’s Community
Development Department. As Interim Director of this department, I have had the honor to support
the work of my colleagues who manage the Animal Care, Building, Code Enforcement, Planning,
and Administration divisions. Their support and encouragement have strengthened my
commitment to build the best Community Development Department in California on a foundation
of diversity and inclusion.

Innovation is at the heart of my 25 years of public service. I am a big-picture thinker and I make
sure to get the details right. In Sacramento, I directed complex policy initiatives including the
award-winning Sacramento 2030 General Plan, Climate Action Plan, Zoning Code Parking
Update, and the Planning and Development Code. Each project streamlined rules to build a
sustainable and thriving community.

At the City of Stockton, I implemented permit automation, improved coordination of the
development engineering function, and expanded staff capacity with professional consultant
contracts. I also worked closely with Stockton’s Economic Development and Code Enforcement
staff to promote the city’s housing, redevelopment, and community improvement priorities.

I have a passion for customer service and process improvement. Throughout my career, I have:

• created development-friendly regulations that support community values;

• redesigned workflows and procedures to save time and money; and

• initiated new programs to respond to community needs.

My work has required extensive work with stakeholders, community outreach, and inter-agency
coordination and facilitation to negotiate mutually agreeable project solutions. I have successfully
developed and maintained good working relationships with elected and appointed officials.
