Lead the Planning and Engineering Division, responsible for budget, hiring and disciplinary
decisions, and assigning work to managers in the Current Planning, Advance Planning, and
Engineering and Transportation Planning Sections. Oversee general plan update, implementation
of SB 5 200-year flood requirements, zoning ordinance updates, and consultant contracts. Support
multiple boards and commissions, shifting from paper to online agenda packets. Coordinate
planning and development engineering activities with internal departments and external agencies.
Represent the Community Development Director before City Council, Planning Commission, and
civic organizations.
Engage public and community organizations in planning and development review processes. Build
consensus among key stakeholders. Support economic development by streamlining permit
reviews for infill projects. Update Fiscal Impact Guidelines for the evaluation of major land
development projects. Oversee encroachment permit process for deployment of “small cell”
wireless equipment on city light poles. Revise Cannabis regulations and coordinate
interdepartmental Cannabis business permitting.

Serve as Interim Planning Director for five months (June-October 2015), managing the Planning
Division’s Long Range Planning, Current Planning, Urban Design, Environmental Planning,
Zoning Administration, and New Growth Sections.
Serve on Management Planning Team to develop department’s strategic plan and prioritize
initiatives. Lead key initiatives: adoption of the new Planning and Development Code with
simplified zoning regulations and streamlined development review process, updates to General
Plan and Housing Element, Sacramento Center for Innovation Specific Plan, and infrastructure
financing plans. Lead Operational Fee Study and adoption of a new Community Development Fee
Schedule. Develop streamlined solar energy building permits with reduced fees.
Build and maintain effective relationships with elected officials, executive management, and
business and community leaders. Analyze departmental processes and develop process
improvements. Analyze legislation and regulatory proceedings and recommend appropriate policy
responses.
