6.  Please describe a situation in which you had influence on increasing the effectiveness of
                     a team of people or a department. What measures did you take to contribute to
                     employee motivation and staff development?

                     With Rock Island - we were the building side of the department, and my department was
                     not getting along with the Engineering staff, mainly because there was a lot of new
                     engineering staff. People wanted permits for the building department, we weren't using
                     software at the time. We got staff together, to know each other. It really helped to know
                     one another. I also had the ability to create reward programs with East Peoria, including
                     $5 Starbucks cards and that sort of thing, for people going above and beyond. Maybe the
                     person who helped them wasn't in the department but they got them through the
                     process.

                     The other thing that I've always found for a leader, is that when a leader gets out they get
                     to know what's going on and gets to know the issues facing the line staff and that they
                     take interest when you give suggestions. East Peoria went through a major reorg - one of
                     my water management guys came up with a proposal around how we could do the job
                     more efficiently and we took his plan to fruition. It really went a long way when line staff
                     saw the implementation.

                 7.  What is your experience working with mayors, elected officials, and their staffs?  What insights
                     do you have about interacting with elected officials and working in a political environment?

                     I have worked in a number of political environments and have worked directly in political
                     environments. All elected officials do not like to be caught off guard. If you have bad news - get it
                     to them before the media. Keep them informed. Also keep staff members informed. I worked a lot
                     with the City of Chicago - worked with O'Hare and the Mayor's staff. You have to work with those
                     folks and get to know what's going on, and if you promise to do something you have to follow
                     through.


                 8.  What is your experience working within a union environment/with a unionized workforce/with
                     union leaders?

                     I've had plenty of experience working in union environments, working with teamsters unions.
                     Police and Fire were both part of unions. Rock Island - we had  all my staff were unionized, so I
                     managed union staff there. Again, there public works had separate afsme unit.

                 9.   This position will interact with managers throughout the City as well as other
                     organizations and individuals throughout the community. How do you evaluate whether
                     they are receiving the expected level of service? What do you feel are some of the
                     challenges to achieving a high level of customer service?

                     In different group there will be different expectations. You have to figure out what the
                     expectations are for the service level. You have to be very concise and clear in how you
                     work with those groups, Then you have to really walk them through your process. You
